Apparently they are only worth face value unless you can pair them. Then there worth whatever someone is willing to pay. Quite frankly all I see is $1 worth a $1.
Two collectors (Zegers & Winograd) started an online project to join pairs of these NY replacement duplicates. Check out this post on CCF.
So my take on this is....this the BEP yearly puts out sets of matched serial numbers...see below...if they need be star or replacement notes yes they too have come into play. So I'm like skeptical that their wave is only do to those whom are unaware that yup there are dupical note and numbers ...... when dealing with a set of letters and numbers the possible Are huge... yet not infinite... so the possibility are large in the wild but can be purchased at the mint.
