They took regular eagles (not WTC recovered), and plated them with WTC recovered silver. A melted recovered eagle could silver plate hundreds of regular eagles.
They are most likely the ones who had it done. Your assuming Numistrust NTC is legitimate certification company, which the are way down on the bottom of the pile IMO
Wow. Now I have heard it all. But, you are correct. The slab says "clad by NCM in 160mg .999 silver recovered at WTC ground zero." If my math is correct...if they melted down 1 ASE, they could plate 177 like this with that silver.

Definitely a scam. Supposedly the only coins that were recovered at the WTC were graded by PCGS but I don't believe that either.
Or slabbed ungraded by Collectors Universe. But this isn't a coin recovered from the WTC, says so right on the slab and in the auction. It's just a regular silver eagle plated with silver recovered from the WTC. And my math says at 160 mg each a one oz WTC recovered coin could make 194 or them. 1 oz is 31.1 grams or 31100 mg. Divided by 160 mg = 194.375
