Why are early National Parks quarters so hard to find?

My son and I have been buying quarter rolls to complete the various Whitman folders. We're having a heck of a time finding the 2010 and 2011 quarters, as well as the 2009s to a lesser extent. We easily filled the 1965 to 1998 so it's not just that older coins aren't showing up. We've found three W's, 2 silver and one 2022 s. Why are these so hard to find? Are they low mintage?

I had this problem when I was filling my folder as well. They have lower mintages, most have an even lower mintage than 2009 quarters. Mount Hood has been the hardest one for me, I have see only one Mount Hood P quarter in three years of searching!

I don't think we have Mt. Hood either.

Since it was a new series I think they were basically hoarded. If they are being held by people the lowest mintage of them just adds to it. I still need Yellowstone Denver, Glacier Denver and a Chickasaw Denver.

The 2009 quarters were in competition for time and quantity with the Lincolns in all their varieties. The nickels and dimes are even in short supply. Lucky if you can find all the territories in circulation.

Seems like it's not just me. I haven't looked for the mintage numbers but I'd be curious how they compare.
