What is a "Frosted" Penny & can that benefit value?

Hello again to all you ERROR PENNY EXPERTS! I have a question about this penny. The obvious error of the filled in 'D' is interesting, but my question is really about this penny being called a "Frosted" penny. 1st, does the fact that it's Frosted add value to it?, and 2nd, Would this be considered a "Cameo", a "Proof" or is it called by some other name?

I feel silly for asking such elementary questions, but I want to make sure I use the right terminology. Thanks to all the experts here who are willing to help out a 'Rookie'. I guess my name should be "Rookie Rooskie", lol. I look forward to any advise and knowledge on this penny I can get! You guys are the best!

Not frosted. It might be mirrored proof or a special mint set. But to worn to tell or to add value. Proofs usaly don’t add value they are considered separate and have there own mintage and collection. Frosted is a term used in newer proof coins. The pic on the left is a « frosted » proof, and to the right is a special mint set type mirrored proof. Hope this helps;)
