I received via one of the mail order review company's a common date merc dime (not slabbed) and graded an ms-63/64 frosted by them. It looks great, but what does frosted mean? does it mean they've altered/polished it or is it high quality mint luster?

I've always known it to refer to the original mint luster. Have any pics?

Usually "frosted" refers to a mirror like surface and dull (frosted) devices. Most often it's used when regarding proof coins. Looking forward to your pic.....:)

Here are the pics. I received it via mail order on approval from palisades coins from new jersey. they have it as a frosted ms-64/65. To me it looks great with no wear at all, but I do see minor hairlines? What are yourr thoughts. Possibly cleaned? Or should i go for it. Thanks.

    I say cleaned.

Coin plachets naturally have lines going one way on them. Looks like someone cleaned this "against the grain" so to speak.

An awfull number of sctatches in the fields on the obverse. No way that's a 64/65, and I agree with Vroomer as to a likelyhood of a cleaning.
