Washington Quarter COPY??? What is this?

Got a shipment of random coins today. Received two of these. I've never seen this before...can anybody explain what this is??? Looks, feels and sounds like silver but not a US coin?

As it says on the edge, it is 0.999 silver (or is it?) and it is made to look like a Washington, DC Quarter. It is marked 'COPY' to comply with the Hobby Protection Act.

I do like that design, much better IMHO than the one used for the DC Quarter in 09
