Everywhere I look I find the 1997S proof sets with the SBA coins. This set does not contain the SBA coin. Does anyone know where this set originated from and why it is missing the SBA coin?

They did not make SBA's in 1997. You have your dates mixed up.

Well, you posted what looks like a proof set, but in an old style "soft pack" like they used to use. Where did you get that?

I was with my father's coins. The set was in an envelope from the Treasury department in Philadelphia. The coins look DCAM to me. The coins are clad, not silver.

They look proof, but the packaging is odd. Perhaps someone here knows something.

I wonder if this is one of the years they made the soft and hard pack. I know there were two types of S mint marks on the proofs that year.

In the "normal" 1979 proof sets the SBA coin is included. This set does not contain the SBA coin. Very strange.

What's the date on the medallion?

    edit to add
Never mind, looks like they just use 1789

I was wondering it it was a third party repack and someone replaced the SBA with the 82 medallion

It definitely was an aftermarket repack.
