Either your scale is off or I'd be afraid they weren't genuine. That's quite a bit under the minimum tolerance.
How worn are they? Can you post pics? Is the diameter correct? It's possible it's real - variance of as much as a gram (so down to 25.73 - as 26.73 is considered proper weight) happens, usually with a lot of wear.
Scales are right as I weighed about 30 of them and 4 came out light. The rest were 26.3 and up. They are worn, and I don’t have a caliper to measure thickness. They aren’t magnetic though.
Spec weight is 26.73, tolerance range is +/- .097 grams so minimum weight for a new coin was 26.663 grams. Tolerances on silver and gold coins were very tight up until 1947. I would think that even worn slick it probably wouldn't lose enough weight to get down to 25.7.
