it was damaged. Something struck it and since copper is so easily malleable it pushed the "L" to the right and left a little stub of the base. 99.999% of "weird" things you'll see are the result of damage. Coins are made for commerce, not for collecting *unless* you buy the specific Proof/uncirc ones which are make for numismatic collecting purposes and are made to a higher quality standard than regular pocket change type coins.
