Can a Carson City Morgan Dollar in GSA hard plastic with just Carson City Silver Dollar on the label be uncirculated? I know they also have them labeled Carson City uncirculated silver dollar also which are uncirculated. I saw a few in the regular Carson City Silver Dollar label that looked to be uncirculated but didn't say incirculated on the hard plastic label. Thanks in advance.
Absolutely--the folks at the GSA had no idea what uncirculated meant. If a coin had "tarnish", it went into a generic (not marked "uncirculated") holder regardless of the grade.
If I remember right (and I could be wrong)...there were some circulated coins in the GSA sale. But, I have no idea what dates/mm or how/if they were packaged differently.
They were packaged differently-- The were packaged in soft plastic holders, with a disc that said circulated. But, many were not circs. Anything (as mentioned) that was toned, etc were put in these holders. alos, many non-CC $'s were just put in these holders, regardless of condition.

Guess some government employee didn't think the other two were uncirculated (one does have toning).
I have ten of the GSA's. 2 1882, 5 1883, 1 1884, and 2 1885's. 1 1885 comes in the Uncirculated slab, the others do not. The 1885 regular has numerous bag marks on the cheek and on the eagle's breast. However under strong magnification, don't seek and rub or slide marks on the high points. Also, there is a touch of rainbow toning on the reverse. On average I would say most of GSA's not labeled Uncirulated are high AU or nothing higher than MS-63's. Most are white and carry bag marks.
A friend of mine had a common date toned CC in a non-uncirculated holder. He asked me if it was uncirculated and whether it had a chance at a star designation if he sent it to NGC. I told him that it had an outside shot at the star, but that more importantly it was a high grade coin. No star, but it came back MS65. They're out there.
Why would any of the GSA silver dollars be circulated? I thought the GSA silver dollars were coins that the US mint had been hoarding for years that had never previously been released to the public.
The GSA Morgans were from the treasury vaults in Washington D.C, not all of the coins that were stored in the vaults came directly from the mints, others came from banks, and many of those coins had circulated.
