Hard to tell from your photo. Is the area in question raised, or incused? If it is raised, then likely a minor die crack. I see something under the RI in PLURIBUS also. If the mark is incused, then most likely a scratch. Use a wooden tooth pick to gently probe the mark to tell which it is.

 

If you’re referring to that scratch age yet the O in the date, it’s damaged.
