2017 frederick douglass quarter PMD/ Shinanigans? or something else?

    Greetings error coin aficionados. I am a new collector and wanted to get an opinion on this 2017 Frederick Douglass quarter. Is it PMD shenanigans or something else? I don't know how this could happen naturally at the mint so I suspect PMD. But none the less , being a novice collector would prefer a definitive answer.     Unfortunately.. Heat damage caused bubbling to the Clad Layer :yack:

    This might not be the most apt comparison, but that coin is more cratered than the Moon.

    At first glance, it looks like it was exposed to something acidic, but I would defer to @paddyman98 due to his experience with errors.
