Being from Louisiana, this quarter stood out to me. I have read about the feathers on reverse. On obverse I am not sure if this is a laminated issue in the field, a clash or PMD. It actually should of been stated this way.. Looks like it was struck with an over used die You don't strike a blank planchet onto a die. The die strikes the blank planchet.
