it looks as if there are several pieces of metal embedded in the coin and the outer rim isn't marked so wouldn't think tin snips. I will send more pictures. Thank you very much for your time.
Somebody cut that coin up with snippers of some sort. Definitely not a strike-through and, as far as I can tell, not a mint error.

You are welcome.. When posting any coin when asking questions about it your main concern should only be if its an actual mint error or not... Worry about if it has value last. There are many errors that really dont have much or don't have any premium at all.
