2004 P Texas Quarter - Error?

Any thought on what this is? Thanks

    It could be grease and debris that stuck to the faces of the dies before the coin was struck.

    Thanks for your help. Would you guys consider this type of error any more valuable than face value? I took this out of an uncirculated roll and thought it was interesting
