I've seen a couple of brothel tokens that looked similar but not quite like this one. The eagle has always been a popular subject for tokens of all types including common/generic amusement tokens.

This appears to be a "spielmark" piece from Germany, maybe made by a firm by the name of Lauer, probably late 19th century, early 20th century and was used as a counter in a game of chance. They usually are worth about $5-10 - there are a lot of them and not a lot of interest in them.
