    Howdy

I'm sorry to tell you but in my 5 years of collecting I have NEVER seen a REAL silver cent...every one I have seen has been plated....but the only way we can tell better is if you can weigh it for us and tell us what is the weight (you USPS should be able to weigh it for you)

The chrome-like sheen would indicate that this coin is plated.

In this case, the coin was probably electroplated. A layer of metal -- presumably silver -- was deposited on the surface of a normal cent. We have this definition from the finishing.com website: "Electroplating is the deposition of a metallic coating onto an object by putting a negative charge onto the object and immersing it into a solution which contains a salt of the metal to be deposited. The metallic ions of the salt carry a positive charge and are attracted to the part. When they reach it, the negatively charged part provides the electrons to "reduce" the positively charged ions to metallic form."

There's nothing unusual in your pictures, and on my screen the coin appears to have a normal color.

There were no steel cents minted in 1999, but since 1982 Lincoln cents have been minted from copper plated zinc, and occasionally the planchet is poorly plated. Also, sometimes people use chemical means to remove the copper plating, leaving a zinc coin which is only marginally lighter than the normal 2.5g.

From what I can see in your picture, the coin doesn't have the surface appearance of an unplated zinc cent, so you might want to check out this site  and learn about one of many ways to alter the appearance of a coin.

When I used the word plated...I ment that the coin had maybe been dipped in another metal to make it appear silver.....
Ask any questions so we can help you understand it better!!

I have recently acquired a 1999 penny that also looks like it was dipped or has a silver coating. What value might it have?

Well, back when this thread was active it was worth 1 cent, but since this is now ten years later I can honestly tell you that it's still worth 1 cent. ;)

Why do [some, edited] have poor writing skills? All caps mixed with all lower case, bad grammar, misspelled words, etc.

Umm, the OP's last visit here was on May 27, 2005. As for spelling, we're the good ones. Which also means nice. :D

Why would you be worried about someone's grammar and misspelling, this forum is about errors of coins. you pointing someone's grammar or incorrect of any, makes you stand out more as you don't make mistakes or of being perfect yourself.

Don't make fun of my grammatics,I can't spell right off the top but I found this forum because I have just started collecting trying to make money. I've found red penny's stamp problems and so forth but today I found a 1999 penny with no copper. My agenda is.... is it an error and is it worth money

Welcome to CT but i may make a few recommendations. I would post some pics cuz we all like seeing different and error coins. It is missing its copper outer layer from either an acid dip or perhaps from the mint and pics could help determine this. I would also just start a new post just because the last post is a few years old now.
