Found this Roosevelt dime and it looked like it was minted on copper and the surface felt like that of a penny. Not sure if this was possible, so I thought I get done feedback from the experts. Thank you.

No.. Environmental Damage is correct. I metal detect and I have dug up hundreds of Dimes that look like yours that have been exposed to the elements. 2016 - 1995 = 21 years of harsh conditions can make it look like that Here are examples of coins I have metal detected
Also.. A blank Cent Planchet would not fit into the smaller diameter Dime chamber during the milling a Dime. The Dime Planchet would fit into the Cent Chamber but that would not change the composition. There are many example of Cents struck on Blank Dime Planchets and Cents Struck on Dimes that were already struck, they are known as 11 Cent coins
