Agree with Rick. If it was what the dealer said, the piece of metal would have been struck into the planchet, flush with the field.
If it was fused to the planchet before the coin was struck, the fields around the "1" would be flat, and the "1" would be unaffected. I think it is a die break, too. Chris
Don't remember seeing that same exact die but die chips are a very common occurance across all series.
Another good example of why you don't take a dealers opinion of what an error is unless they specialize in them. Your average dealer does not know errors. (Now a days many of them do not know coins, but they can read a slab and a graysheet.)
