1989 quarter error?

    Is it just me or does this quarter seem off-centered? The border looks to be wider around the top above "LIBERTY". Does anyone else see this?

    Border is wider but I don't see anything special about it or that it adds any value.

    It could be a partial collar strike. Is the reeded edge normal all the way around? If it is, then it's within mint specs and nothing special.
