It looks like a 1986 P mint mark Washington Quarter. I might be wrong though. Might wanna get someone else to look at it.
If you are referring to what looks like reeding along the rim, I'm not sure what causes this, but I recently found a similar coin in the National Parks series. Possibly tilted during the strike? I'll let someone more knowledgeable chime in on this.
