How can we tell if this 1982 Lincoln penny is a small or large date and if it's worth more for being off center. And is there an easy way at home to tell if a penny is copper?

That looks like a Misaligned Die Strike not an Off Center strike. There is a difference.
Really no premium for misaligned strikes

The easiest way is to weigh the coin. Copper coins weight 3.11 gms. Copper plated coins weigh 2.5 gms.

If the OP would also post a picture of the Reverse side it would look as a centered strike. Misaligned strikes occurs on one side only most of the time.. They are struck within the retaining collar.
For an Off Center Strike both sides are Off Center and some of the Devices such as Numerals and Letters are missing because the Blank Planchet was struck out of the retaining collar.

I found an 81 with almost exactly the same error today, neat find regardless of value imo.

Welcome to Coin talk! I concur that there is no extra value. If I found it, I would fight to throw it back in the mix. I might keep this one!
