1979 Canadian cent. Need help

I am not familiar with Canadian cents. I don't know if this is machine doubling or worn die? Can somebody help me on this please?

The queen face looks doubled

 

Some looks like MD some DD. Not sure on Canadians though. Is it just me or does this appear to be a clash mark?

 

But notice some doubling is level with the design, and some is flat, shelf like doubled appearance, lower relief than the design. It's odd thats for sure.
