1970S Proof sets- Different Mint-Mark Styles?

    I have three 1970 Proof Sets- 2 of the 3 sets have the same Tall S mint mark (MMS-009) which is correct for that year.

    One of the sets appears to have a different style S Mint-mark- looks more like the styles from 1973/1974 which doesn't make any sense if this is a 1970 s Proof Set.

    Opinions Welcomed.

    Proof Set #1 is the different set from the others.

    it appears to me that the clearer the mint mark is, the lower the relief. In other words, it seems that all of the coins have a m/m from the same punch, but it is punched further into some dies than others. The clearer the m/m the shallower the punch went.

    This is pure speculation on my part, but it is what I see when I look at them.
