They all have FS, those are the designers initials. Picture is too blurry to determine if it is full steps.
He knows, the title is 1966 full step nickel. And not all Jefferson nickels have the FS initials on the observe, pre-1966 Jefferson nickels don't have them.
The ‘fs’ on the front of the coin does not mean full steps... It’s the designers initials... Full steps is a designation only given to business strike nickels that have fully struck and prominant steps on monticello on the reverse. Your coin looks like it is from an SMS (special mint set), thus making it not eligeble for the full steps designation. Plus the reverse picture is wayyy too blurry for anybody to see if the steps are complete.
Full steps don't count on proofs. There weren't any proofs in 65 66 67 but they made special mint sets, and if this coin was from a SMS, it is not allowed a full steps designation. (As has already been explained.)

Keeper, it's most likely from an SMS, but definitely not worth grading. I'd put it in a plastic holder or a flip.
The '66 SMS has an ask of $8 for the whole set in the Greysheet. Most of that value is either as the set itself, or the 40% silver half when the set is broken up. A loose nickle from one in maybe AU condition is not going to be worth keeping, unless you just want it for a type coin. IMO, of course.
Looking at the last photo it is obviously only a 1 step coin at best. It also has s lot of scratches so it's a spender in my opinion.
