1918, foreign???

    I have a quarter that is dated 1918, it seems to have a hole stamped in the middle of it. On the back there are to large letters "R" and "F". The front side shows at the top " Liberte Egalite Fraternite" across the middle it says 25 followed by C with mes inside the letter C. Dated at the bottom of course... At first glance it looks like an arcade token but it is worn and dated... Is this a legit coin? I don't think it's a US coin!

    R F stands for Republique Francaise
